From March 2010, I have decided to complete my degree program in United Kingdom. I have visited the university, completed my approval and signed the approval from the Kuwait Cultural Office in London. In mid of May, I have visited the Ministry of Higher Education that is located in Freedom Zone. They asked to open a file, add my certificates, and apply for an authorized letter for the university.
That took them to prepare these one month, before one week I have received a call from them to visit them for some problems, the problem was that they don’t know what the word “pre-sessional course” means. So they told me you couldn’t go to London without the authorized letter and that could be a benefit for me. They need two month to send to the Kuwait Cultural Office to ask the university what does “pre-sessional course” means in the approval letter.
I really wonder how these people work, think and why they are placed in this position if they really don’t understand English, this is the most biggeset Ministry and they really don’t know what “pre-sessional course”, as they really like to waste money and time. So now I’m sticked and delayed for my visa and registeration. As what could I do any suggestions?
The Ministry have to provide them Google Translate or train them English. Wallah 2 month only for communicating with the University for one word.
It’s means that if you do not have IELTS certificate I have to do English course and that is called as pre-sessional course.
Update: I’m planning to cancel my trip and continue in studying in Kuwait.

Thank you Hatch3r for your comment and suggestion. Ya that really true, but it’s only one word, really they do not understand. I may try to go to London and study and get my certficate and then authorize it.
This is indeed sad because i too got some friends that got delayed not one month, not two months, but a whole year just to finish their papers. However their drive, motivation, and the benefits of studying outside of Kuwait kept them patiently waiting. It is an experience q8path, i highly recommend waiting it out just to study abroad. While they sort out the papers, there’s always part-time jobs everywhere so you can save up for the apartments furniture over there lol
